So from my understanding there are 2 legal elements at play here. The "terrorism" definition and the visa/imigration/forgien influence one. Regardless of opinion on those issues the Administration gets to interpret and act per their agenda which has been well articulated. SH played right into this so seems like either he was gunning for being a "martyr" or (as I've hinted before) he's complisit.
