You can always visit. Its just politics ... sure Lima is f*cked and ugly, but in the provinces, livin the vida loca, me expat living 20+ years in Peru.

Definitely a lose-lose-lose-lose... situation. But the Peruvians have had that situation for the last 20 years, and they are still standing. Very resistant people.
