Restricting the potential spread of ideas from newbies ("newbie island relay") is akin to punishing newbies for being new - rather than rewarding good ideas regardless of where they originate.
Or am I missing something?

If it is added as an extra relay rather than the only available one, it may be easier to find newcomers and hear their voices. After all, there are clients that successfully display relay feeds. Interaction may help them adapt more quickly. Imagine a welcome squad :)
Not an only relay but an extra. They can still do as they please otherwise, we just have a feed to find them in one place.
