In the US, citizens are not technically legally allowed to use encryption over radio. Lots of people are actively ignoring this, but, it's still a legal concern.
And yes, it should be that easy and people do transmit internet packets via radio all the time. But that's not the same thing as not having to deal with the command and control architecture that the internet is literally designed to use to function.
