This is an interesting global development, but why would I want my bank holding my ₿? Will the French be allowed to self-custody, or will they be required to have banks custody it for them?

Note the future tense. My concern is that offerings like this will capture ₿ within the banking system, which would be antithetical to Satoshi’s original purpose for it.

I agree. It’s unfortunately difficult for people to read an 8 page white paper, or recognize that custodial solutions are nothing more than promises to perform.
