This is an example of how things are implemented top down.
First you go after the employers, ensuring they have to comply or else they can't operate a business.
Then they go after those who don't work, and tell them they won't receive benefits if they don't have a digital id.
This creates the conditions which squeeze the rest of society (everyone in the middle) into conformance.
