Well, I guess he's not above manipulating the markets and the masses to further his own ends of, well, selling AI and robots.
And by the sound of it, he'd probably have governments force those things even on an unwilling population.

I think he is their front man. He got access to the DARPA IP and is smart enough to understand the tech. His job is to sell you on it. Their job is to compel to you make it so.
