No, zap receipts are published by a third party, not the sender, not the receiver. The LN node that receives the payment is the one that publishes it.

But in that case there is no way to 'guarantee' the existence of the zap as the third party could choose not to publish the zap receipt?
An example: if there is a really good kind:1 note that gets a crazy amount of zaps but the receiving lightning node does not broadcast ZapReceipts there would be no way for the network/algorithm to know about the popularity of that note
