If Bob and Alice know each other's public keys, they don't Nexus [or relays] to interact because PKARR will perpetually ensure they can locate each other's homeservers (inc. Outboxes). Initial discovery need not take place via a nexus. It could take place via mountain bike forum, an online chess club etc.
