If I delete my Twitter account can I save all of my tweets somewhere first? If I can I’ll just do that and delete the account.

You can download your archives. I forget exactly where but it's in your account privacy settings or something somewhere. You can request all of your content.
Seems buildable. Would you use it? The idea would be to have your Nostr npub contain all of your old tweets. Would not have the same likes etc, but the posts would be there in case you ever wanted to repost or link to them.
If you look at my profile on nostr.band, it says I was first active 5/9/2021 on Nostr. I had no idea what Nostr was then. I created this npub in December of 2023. However, I used exit.pub to upload all my tweet history to Nostr for my account created shortly after I got into Bitcoin.
You might consider - before leaving Twitter - communicating there your departure to nostr. Through Tweets, a space or DM? Might get some other good folks over here. 😉
