Of what does this having consist and not consist. Are children comptelely property then? What if the parents don't act in the best interest of the children? What if they abuse them?

Traditionally, other relatives have been held to have an actionable interest in the wellbeing of the children. Especially grandparents. And if nobody at all is looking out for a kid's interests? Sadly, this has been a reality for someone in every era. Involving the government doesn't fix that, but it does consistently create new opportunities for grifters, abusers and pimps.
