What a joker. Incidently, it allows for omnipotent surveillance which will be exploited eventually for whatever security reason. It's as if such things never happened in history. Why so afraid of the population? Why this excessive urge to control everything suddenly? How about more freedom, trust and love in early education? Decentralization and conscious awakening in tandem is what halts our self-destructive trajectory.
