**Ukraine strikes refineries and Rostov airfield**
Ukraine's SBU, military intelligence and Foreign Intelligence Service said they hit the Yaroslavl oil refinery and a Rostov military airfield overnight September 16-17, damaging an An-12, two An-26s and three helicopters, per footage Zelensky released. Rostov governor Yury Slyusar confirmed drone debris hit a transformer, cutting power in four districts of Rostov-on-Don; Moscow has not confirmed the aircraft damage.

**Zelensky sets terms as Putin resists truce before winter**
Zelensky said Ukraine will halt refinery strikes only if Russia stops hitting Ukrainian energy infrastructure too, disputing Trump's claim of an agreed truce. Russian sources say Putin is unwilling to commit before winter, reportedly wanting continued pressure on Kyiv; Russia fired roughly 200 drones overnight at Kyiv-area fuel stations while Ukraine hit Russia's Syzran refinery.
