Can you reset your indexer and search relays (just hit the default button on your relay list) to see if that still happens? I am wondering if this is an internal bootstrapping relay list issue.
The funny thing is that the Notify popup should only appear for relays in your lists. Regardless of which relays the outbox system connects to. I may have a bug somewhere there.
Only search and index bootstrapping relays when users don't have them. That's why I asked you to set them up. It may be those bootstrapping stuff.
