And don’t you mean Pixel users, they are the only phones that have the no bootloader unlock restrictions. So no not ALL android users can say GFY.

Nope. Many, many OEMs allow bootloaders to be unlocked or have other methods.
For example, here's the list of supported devices from my old friends at LineageOS https://wiki.lineageos.org/devices/
Now if you want to run grapheneOS, yes, they only support Pixel devices.
