I thought Swiss referendum results had to achieve at least 66% (2/3) consensus for approval?

If it introduces changes in the constitution, then the voting has to have a majority in population and cantons (26).
For the E-ID they didnt touch the constitution so the canton-majority (Ständemehr) was ignored. If canton-majority would have been required, the E-ID voting would have failed as 18 of the 26 cantons actually said NO to E-ID.
