no Penske miles really are unlimited. but you have limited DAYS on your rental. you don't get to choose how many days you get - they calculate them based on pick up and return locations so for NJ to Orlando move it's 6 days, but in that time you have to load the truck and unload it, so you get at most 4 days to drive and with a top speed of 70 mph you will only be able to put so many miles on it. it's actually quite restrictive when you consider that you won't get a good price if your pickup and return locations are what is convenient to you. i will actually have to pick it up in a different state to get a good rate which means you end up using more days than they estimate you need, but at least you don't pay for the extra mileage. i wish i could pay for days and miles separately like you do with a local move, but with a long distance move you basically pay for the days and the days are determined by pickup and return locations completely ignoring the fact that some people are going to be picking up or returning in states other than their origin or destination in order to get a better deal. but again - that's the problem with sharing the country with dumb niggers. you can't make anything too complicated or they will get confused. everything has to be simple. hence unlimited miles.
