Germany wants men to ask permission to leave the country if they are between 18 and 45.

during conficts or if you are officer the age bracket is extended to 60
What is "conflict"? Are such changes to the law not "we're in a conflict but don't want to call it such" already?
I don’t remember the correct wording. It‘s in the same law within a couple of sentences of the 45 age limit part.
