This reminds me of the "window tax" in England, a few centuries ago. To avoid the tax, landlords rented houses without windows, to the detriment of their tenants' health. I wouldn't be surprised if we observe a similar trend today, and the poorest in France will live under the same conditions as those in the slums of large African metropoles...
