This reminds me of the "window tax" in England, a few centuries ago. To avoid the tax, landlords rented houses without windows, to the detriment of their tenants' health. I wouldn't be surprised if we observe a similar trend today, and the poorest in France will live under the same conditions as those in the slums of large African metropoles...

Ok, just read the article. Toilets etc are ALREADY taxed. The new law will add new items that contribute to increase the comfort of a property, and thus its market value, to justify higher tax property. Maybe we're going back to the window tax after all? «La taxe foncière repose déjà sur la surface des habitations, mais aussi sur six éléments de confort: raccordement à l’eau et à l’électricité, présence d’une baignoire, d’une douche, d’un lavabo, de WC et d’un chauffage ou climatiseur. Chacun de ces éléments ajoute une superficie fictive au calcul, influençant directement le montant à payer. Par exemple, l’eau courante ajoute 4 m², l’électricité 2 m², la baignoire 5 m² et ainsi de suite. L'opération de fiabilisation des bases foncières qui va être menée en 2026, dont la réalisation a été arrêtée en concertation avec les associations d'élus, consiste à prendre en compte, pour les logements qui en sont très vraisemblablement dotés au vu des caractéristiques actuelles standards dans les habitations, ces éléments de confort lorsqu'ils ne sont pas aujourd'hui intégrés à la base foncière.»
