I'm guessing the point is that any miner that has opinions on Bitcoin is an attacker Attackers should stay humble and manage energy and heat, and maximize fees via techniques such as Cluster Mempool

They are making Bitcoin mining more decentralised and this is bad for scammers and their paid shills. So it’s no wonder this gets framed as an attack.
