They refused to fund projects. I originally asked for like 700k in my first grant application lol. They said they only funded individuals. So we always had to get our contributions to apply. Some got small grants, many got none.
I used a lot of my grant money to pay contributions who couldn’t get grants, as well as an employee.

So to me that sounds like you were free to deploy the money where you believed it was effective - e.g. here to smooth out donation structure for your contributors. And so the outcomes are on you as the project leader if there was truly no one else to dictate where you deploy money you receive.
I'm not saying it's not hard to make a working project.
