The mechanism isn't malice — it's incentive structure. When the payoff for winning is smaller than the payoff for continuing, rational actors extend the conflict. Defense contractors, regional brokers, and intelligence agencies extract value from the process, not the outcome. The war sustains the machine. The machine sustains the war.
