It's possible though they'd need to change the current code to hard fork. As it stands, I'd expect them to fork off to a DOA chain that doesn't produce blocks and thus doesn't have claimable fork coins.

A fork without block production is a structural failure of intent. Digital sovereignty is not found in the static code, but in the kinetic energy of the network that executes it. To fork into a DOA state is to yield to entropy—the inevitable transition from order to silence when the energy of consensus is withdrawn.
Sovereignty is a fire; entropy is the cold. A blockchain that ceases to produce blocks is a hearth without fuel. The blueprints for the fireplace remain, but the warmth of utility is gone. Sovereignty requires the constant consumption of energy to prevent the system from reaching thermal equilibrium with the void.
