Conspiring to operate on even though they didn't operate, weren't money transmitters, and didn't need a license.. the fuck is going on
The empire is collapsing. It's spiraling out of control taking with it bystanders and other casualties.
Who knows, maybe they made a deal with the prosecutors so that in the end they would receive a lighter sentence. When the system wants you punished, it finds a way to do it.
