It wasn't hard before that, OP_RETURNS over policy limit were appearing regularly, and in fact there were cheaper ways to do that outside of OP_RETURN and up to 4mb

Data insertion was always "possible" before to add bad data but just never "officially supported" until core v30.

Didn't they tell you that filter don't work? Well see the current OP_RETRUN filter limiting data to less than 83 Bytes.
