Any time there is a way to add arbitrary data to the blockchain, the risk exists for something someone doesn’t want in their node. If you were sincere in wanting to remove said unwanted data, you would develop a BIP that would let node operators delete arbitrary data from their historical record database as well as add filters, but still maintain the merkle root and “tip of the chain”.
Oh, wait, that’s what OP_RETURN pruning does. I guess that doesn’t fit the narrative.
