Cross border exchange. But for the most part they're isolated and depending on external help. Money is getting in, Israel can't stop all inflows, especially when it's as hard as monero. In fact the recent attacks on monero most likely funded by Israel, but Bitcoin and everything else is choked and blocked. They did that back in January or something when people tried donating crypto

But yeah, digitally, the best option is monero. Easy to use, easy to set up, smaller node, 1 Min txn turnover, privacy and anonymous and 10 txn confirms. Also, if possible they can even mine it on their devices although the hashrate is lower, it's still accessible.

Caveats to this is electricity, data and internet speed. Total blackouts, both internet and electricity makes any digital currency void.
