It was a fantasy about post-collapse world in 2040s after failure of system with centralized digital control and heavy reliance on "renewable" energy sources like solar PVs. Kinda hybrid of cottagecore with digital technology and human mutants. Some of these mutants are product of collapse from former elites and resist to New Renaissance of people who live in towns and villages where they migrated.

Because the key point of cyberpunk is "high tech low life". Which is compatible with economic decline due to energy scarcity, and police states powered by digital technology.
