You are assuming that winning is the goal. As with all government programs, the goal is to have an organization that requires ever more funding. If, after all, the war on drugs was won, then a lot of gov workers would lose their jobs.

Kindly and I mean this kindly … I’ve done a **lot** of work with addicts. If you’re anywhere in the USA 🇺🇸… ask anyone in health care about how bad the opioid epidemic is. No longer work in a government capacity. Even volunteering & donating money to non-profits to help addicts comes with a LOT of stress when seeking government assistance for doing so. That said: IF you have a different level of expertise … PLEASE 🙏 I’m all ears
