The problem is not competition for blocks pace is utxo bloat wich puts pressure on nodes, the Core 30 solution was to give more "space" to for data that is less harmful, but the reality is that witness data is still chepar than op_return, and the op_return change was not to remove the existing bad spam for nodes but for Citrea to use in a less harmful way, wich is ok but it increases attack surface for unwanted data onchain.
