I'm living in Germany and wasn't there that day. This info was from the GNPA (Grupo Nacional de Preparação e Autosuficiência) when we had events together during summer. They basically prepared for this in advance and on the day something happens, the network is congestionated around urban areas. Later this year we'll present a more robust solution based on Wi-Fi/bluetooth and radio. Lessons learned.

Thanks! Let 100 flowers bloom. But the congested network was meshcore or meshtastic? I think at that time it should have been meshtastic and this is exactly the reason why everyone is migrating from there to meshcore right now.
It was indeed meshtastic and we don't need to have religious wars about which one to use. What we are preparing should be compatible with the mesh core, meshtastic, LoRa APRS and geogram in a single device and tool. Also, recent chinese boards made it even cheaper to combine everything (pic below) so we can use LoRa, bluetooth or WiFi and simply enjoy the best connection available at that time. image
