California and Texas are Mexican. Miami is Cuban. Orlando is Puerto Rican. Puerto Rico is US Territory and English is mandatory in schools there and a second official language. Normal school classes are still taught in Spanish which is still the main language. But at least Puerto Ricans have a base starting point for learning English when they come to Orlando. I think it makes a big difference because it changes the task from "fuck that i am just going to stick to my own people" to "i remember studying this how hard can it be"
