In the real world the little guy is mostly harmless and irrelevant and only in great numbers he might be able to enact some change. Bitcoin is not a democracy and that’s the power of nodes. It helps to have the majority numbers, but it’s not a requirement. Greg Maxwell coined the term distributed authoritarianism. I think it’s the most accurate description of how Bitcoin works. No single person can make unilateral changes to bitcoin, but large enough group, even a minority, can tighten the rules if they feel threatened.
