I'm not entirely unfamiliar with the idea of intelligence agencies using popstars/gurus to influence public behaviour I've read books like: I also wrote my highschool history project on project MK-Ultra, to the disappointment of my history teacher, who insisted I stick to simpler topic (I realise now he had no idea how to grade what I was doing, and this was for his own benefit)
