I have invoice set to only be sent when transaction is confirmed. Looks like a lot of clients are not correctly implementing the relevant NIP.

I'd get it if I'd implemented something wrong with NoorNote, but it doesn't work with Jumble or Yakihonne either.
Your statement "invoice set to only be sent when transaction is confirmed" doesn't make sense in the standard LNURL flow. The invoice has to be sent first so the client can pay it. Without an invoice, theres no transaction that could be "confirmed." That's a chicken and egg problem.
