Some sort of event bus decoupling would work. one time hash associated with request. Requester subscribes to information with that hash. Any simple IP logging defeated by VPN. No tracking by public key.

You'd need a new network IP per request, VPNs don't provide that, constructing a fresh Tor circuit for each file is unreasonable.
With the filters approach, you use one Tor circuit to download the filter, and another Tor circuit to upload the missing file.
Wasabi had like 10-20 circuits in parallel / close after each other, and that is hitting hard limits of the network.
