Bitcoin consensus rules are the same since block 1 nothing changed, it is designed to resist attack by the state (an extremely powerful entity) how is it controlled? not sure I follow.

The plebs are not allowed to use privacy tools, the plebs will have to go through kyc processes, if the government knows what you have you are easily extorted.
On the other hand, as you have seen with samourai, if the software repositories are in centralized systems they disappear as soon as the government wants, and if the developers are not anonymous they are attacked as is happening with samourai or tornado cash.
