I believe most VPNs are owned and operated by 3-letter agencies. VPNs are most likely honeypot operations that deliver people's internet traffic directly into the hands of the 3-letter agencies.. Since 3-letters can't legally collect data going through the ISPs they create and promote VPNs so people will channel traffic directly to their servers where they can collect your data and spy on you
