Not sure about the voice part, but you can set up VOIP pretty easy and run an LLM from something as underpowered as a laptop. It'll take awhile to respond, but maybe that's a feature if the goal is time wastage? It'll probably come off as audio delay anyway, the scammers might not even catch on. After that, it's just a matter of pumping the call to the AI through voice recognition, something that will probably require some scripting. Maybe the LLM itself could write the script if you're willing to try with it enough lol
