Is Congress still in charge of the purse-strings or not?
It is great and important, that democratic society are defended from tyranns. If they can at one point not be effectively defended, the tyranns will come in everyones garden.

No. They move the bitcoin into the hands of the MIC. The public get left to repay the fiat value of the missing BTC. Ukraine gets things that go bang.
