I would think it was a combination of things. Mainly to progress the kyc internet. But conveniently it allows them to regain control over young minds, get them before the free thinking sets in. Governments are losing control on all fronts due to the speed of information increasing. Civilization behaves like a self healing organism the rate of which is set by the speed of information. Parasitic cancerous government, has everything to lose, they must slow down the speed of information before they become the error corrected.
