Why do they need to directly steal savings? Did they forget how to use their central bank?

It’ll probably be some “indirect way” to not make it seem like it’s stolen from the individual perspective. They will probably “merge” or “partner” with large financial institutions to “invest the reserved funds.” From the user account it will look like it’s still there, then they’ll bail out the institution in 10 years when withdraws get to the point that people realize none of the money was there. It’s a way to steal money today and pay for it tomorrow. At least this is my bet.
