The hostile people who want everyone banned don't want to come here because all of us are immense nazi's and very scary of course (Literally was called a nazi on mastodon for suggesting you should be able to follow in your timeline who you want even if that person is on a banned instance). The second part is that people can tip for posts. If you misbehave you get blocked instead of tipped so there is direct motivation to behave.
