Civilisations rise and fall. Sometimes their culture, language and heritage survives the fall... but more frequently it doesn't. History is littered with forgotten and buried cities, extinct languages and forgotten peoples. 100 years is a good run for an empire. 1000 years is a good run for a language. There are few exceptions. Time conquers all. From a practical standpoint... if you can choose, you and your family will probably have a nicer life living in a rising polity than in a declining one. However it's not an ironclad rule, there can be plenty of violence and chaos on the way up too. Not everything is cyclical. There is knowledge accumulation and capital accumulation. We can hope for progress... but it's far from being a straight line.
