Never in my life have I seen so clearly the distinction between the values of cooperation vs what works. In cooperation, norms are socially enforced. In what works, norms are reality enforced. California is an example of cooperation, socially enforced norms. It's run by watchers. They watch other people to make sure they cooperate. Wyoming is an example of what works, reality enforced norms. It's run by minders. They mind their own business. In cooperation cultures, they value the state's opinion of how to raise kids more than the parents. Decisions are categorical and judged. In what works cultures, they value the parent's opinion of how to raise kids more than the state. Decisions are discerning and nuanced. In cooperation cultures, they value safety over competence. In what works cultures, they value competence over safety. In cooperation cultures, things are protected. In what works cultures, things are built. In cooperation cultures, mistakes and learning are avoided. In what works cultures, mistakes and learning are embraced. In cooperation cultures, compliance and procedure is necessary.
