That's mostly because the Brits don't realize they don't have freedom of speech
Four leading dictatorships like in the good old times.
What's more impressive is that if you adjust for population size between the UK and china, the UK goes up over 20x.

That would put China way down the list. Which is interesting considering the commonly held view that China is evil. All states are evil to varying degrees, in my opinion
