FWIW, Congress does have the power to compel testimony via the granting of immunity - which shouldn't really be an issue considering President Biden had already granted Fauci a preemptive pardon.
That Congress didn't bother to grant Fauci immunity in exchange for his testimony is just an indication that Congress isn't really interested in uncovering the truth (as shocking as that may seem).

Yeah, that's a pretty cynical but hard-to-argue point about Congress's actual priorities.
