IDENTITY VERIFICATION DOES NOT SOLVE SPAM WELL EVEN THOUGH IT IS OFTEN USED AS THE JUSTIFICATION.
THE REALITY IS IT BENEFITS THE SURVEILLANCE AND MONETIZATION OF USERS WHICH IS WHY THEY IMPLEMENT IT.

This is a WoT test.
Indeed, identities are not a desirable solution. That's why 
exists for example. Of course there are other approaches, many of them pretty well tested by now, all have tradeoffs.
