This is a humiliation ritual.

Ministers are just career politicians. When a party wins an election, they get to fill in the minister positions with whatever people got the most votes. Nothing to do with skills in a particular area, see picture here. Politics doesn’t matter much, really. It’s a distraction. And it’s certainly not about democracy.
